Noise Levels
Swimming pool or other recreational structure or equipment
This is the only area that the covenants explicitly call out regarding noise. It reads as follows:
Declaration of Covenants, Conditions, Restrictions, and Easements of Autumn Wind
4. ARCHITECTURAL AND USE CONTROL
A. Architectural Control Committee; Approval of Plans
2. Approval of plans
The ACC shall have the right to disapprove the design or installation of a swimming pool or any other recreational structure or equipment which is not suitable or desirable, in the ACC’s opinion, for any reason, aesthetic or otherwise; and in so passing upon such design or proposed installation, the ACC shall have the right to take into consideration the visual impact of the structure and the noise impact of the related activities upon all of the Properties located in the close proximity
All other noise related concerns
For all other noise related concerns, including installation or operation of a heat pump or air conditioning unit please follow the appropriate municipal guidance and regulations.

Chapter 8.15 PUBLIC DISTURBANCE NOISE (codepublishing.com)

Sammamish Municipal code does not give decibel limits and does not mention heat pump or air conditioners. It says:
It is unlawful for any person to cause, or for any person in possession of property to allow to originate from said property, sound that is a public nuisance. The following sources of sound are defined to be public nuisances, except to the extent that they may be specifically exempted by other provisions of this chapter
…and includes sources such as: motor vehicle, siren, audi equipment, and public address system.
Special Notes
Q: Do King County noise limits apply?
A: No, they do not. King County sets specific decibel limits for noise. However, these are for unincorporated King County (the parts of King County that are not already towns or cities), and do not apply to Sammamish.

Subject: RE: Specific Noise limits (in Db) for heat pumps and air conditioners in Sammamish
Seth,
Thank you for your email. The Department of Ecology sets noise/decibel standards as a guide for jurisdictions that have not adopted a local noise ordinance. Sammamish has adopted a noise ordinance, and therefore, the Department of Ecology or King County regulations would not apply. Sammamish Municipal Code (SMC) 8.15, Public Disturbance Noise, does not specify decibel requirements or specifically regulate noise from air conditioners/heat pumps. However, permits are required for the installation of these unit, and they are inspected to ensure they abide by the manufacturer’s installation instructions.
Please let me know if you have any additional questions. I have attached the code for your reference.
Thank you,
